<p align="justify">闽清县雄江镇人民政府：</p>
<p align="justify">　　你单位报来《关于申请审批闽清省级闽台乡建乡创合作项目基础设施工程可行性研究报告的请示》文及相关附件收悉。经研究，原则同意项目工程可行性研究报告，具体批复如下：</p>
<p align="justify">　　一、项目名称及建设必要性：闽清省级闽台乡建乡创合作项目基础设施工程（项目编码：2302-350124-04-01-996337）建设，完善农业基础设施，提高农业附加值，因此原则同意项目建设。</p>
<p align="justify">　　二、项目业主：闽清县雄江镇人民政府</p>
<p align="justify">　　三、建设地点：闽清县雄江镇</p>
<p align="justify">　　四、建设规模和内容：项目新建总建筑面积约81000平方米，改造建筑面积约6500平方米，建设内容包括农特产品加工中心、园区人才公寓、新建物流中心、旅游服务中心、移民健身中心；改造黄褚林研学基地、修缮古厝并对库区周边进行环境整治，建设库区周边配套道路、护岸、停车场、充电桩、居民休闲文化中心等基础设施及雄江镇供水一体化工程及配套附属设施。</p>
<p align="justify">　　五、投资估算和资金来源：项目总投资估算84646.92万元，其中工程费用73761.95万元，工程建设其他费用5254.16万元，基本预备费为3950.81万元，建设期利息1680万元。项目资金除争取上级补助外其余由县财政统筹安排。</p>
<p align="justify">　　六、建设工期：36个月</p>
<p align="justify">　　七、招标内容：根据招标投标法、国家和我省工程项目招投标管理具体规定，项目单位申请施工、设计、监理、勘察、重要设备采取公开招标方式发包事项不再核准，请严格依法依规认真组织开展招投标活动，涉及政府采购事宜报同级财政部门。</p>
<p align="justify">　　八、节能评估审查：该项目年均综合能源消费总量折438吨标准煤。请严格按照有关规定，落实节能技术及管理措施，切实做好节能降耗工作。</p>
<p align="justify">　　八、社会稳定风险评估：项目已按有关规定开展社会稳定风险评估，闽清县雄江镇人民政府明确该项目总体社会稳定风险等级为低风险，请按照梅发改〔2015〕34号等文件要求，在征地拆迁、环境保护、水土保持、安全施工等方面落实可靠的防控措施并细化具体的化解风险措施，创造和谐稳定的社会环境。</p>
<p align="justify">　　请项目单位据此批复，进一步深化前期工作，委托具有相应资质的设计单位编制初步设计文件，并报我局审批。</p>
